An inspector send me an email saying that she started with six firms who required no fee to perform a background check. This seventh firm wants $25. Below is how I responded:
You are right that 99% of field service firms do NOT require you to pay for a background check. Ask them to waive the background check. If they really need your services, they will waive it. Or, suggest that they take the $25 from your pay AFTER you have earned your first $500. Their response will tell you a lot about the company and their willingness to negotiate.
